PAWS-Mumbai request AWBI & Committee to direst CCF Thane & DCF Zone VII to register the case against owner and shift the other elephant LAXMI to rehabilitation Center or Hospital

On 30 June 2013, after the death of Bijli, Plant & Animals Welfare Society – Mumbai have written a letters to Animal Welfare Board of India (PAWS-Mumbai Letter No. PAWS-Mumbai/PC-BE/51-2013) and Committee to Monitor Animal Welfare Laws in Maharashtra (PAWS-Mumbai Letter No. PAWS-Mumbai/PC-BE/52-2013) in which PAWS-Mumbai have request the both the authority to look into the issue and do something to save the other elephant LAXMI which is in the custody of same owner Rati Ram Goswami.

Since June 28, 2013 Bijli’s is in critical condition……………
Bijli’s Kidneys are not functioning properly,
Bijli had got fatigue,
Bijli have maggot wound all her body including leg,
Bijli have joint disease too.

Bijli is 2nd Elephant died due to forest department not taken timely step to stop the illegal commercial activities of the Elephant owners in Mumbai, Navi Mumbai& Thane area. It’s time the owner of the Bijli should throw behind bars.

Plant & Animals Welfare Society – Mumbai (PAWS-Mumbai) have lodged a written complaint with Mulund Police and Mumbai Range Forests Office but till now no action has been taken or given any response to the complaint.

After a long age of work without any proper food, health care, shelter the animal die helplessly and the law enforcement authority’s like forest and police not taking any interest in legal action against the cruel owners. We at PAWS-Mumbai request you to kindly do something as the same owner have one more elephant, which is also not in good health condition. The only question is coming in everyone’s mind is that “How many more Elephant Life do this authorities want, to open their eyes”.

So we request you to kindly (direct CCF Thane & DCP Zone VII to register the case against the owner with immediate effect and shift the other elephant to isolated area like rehabilitation Center or hospital by Forest Department) look into the issue and do the needful help in the interest of the mute and un-complaining animals. Kindly inform us about your action on this issue from your side.

Bad NEWS : Bijli DIED after 19 Days long fight for survival

On Sunday, June 30, 2013, the 60 years elephant Bijli fighting for survival finally end her hope Its time owner of Bijli, Rati Ram Goswani should throw behind bars and other elephant Laxmi’s ownership should CANCLE with immediate effect. Bijli is 2nd Elephant died due to forest department not taken timely step to stop the illegal commercial activities of the Elephant owners in Mumbai, Navi Mumbai & Thane area.

Plant & Animals Welfare Society – Mumbai (PAWS-Mumbai) have lodged a written complaint with Mulund Police and Mumbai Range Forests Office but till now no action has been taken or given any response to our complaint.
  PAWS-Mumbai appeal to the citizen to raise their voice against animal cruelty and who exploit poor animal by using it for begging, selling their body parts, joy ride, entertainment, etc. After a long age work without any proper food, health care, shelter the animal die helplessly and the law enforcement authority’s like forest and police not taking any interest in legal action against the cruel owners.

Forest Department is responsible for Bijli’s critical condition.......PAWS-Mumbai

On June 28, 2013, the 60 years old elephant Bijli-Ramu is in critical condition. As per the information received the kidneys are not functioning properly, maggot wounds all over her body & bruises on her legs, also suffering from a degenerative joint disease, had got fatigue also.

If Bijli was shifted to an animal hospital or isolated area at day one itself, the survival rate may be increase, as at present the surrounding area where Bijli have kept is very unhygienic, due to which the infection rate increased. The present poor condition of Bijli happened just because the forest department not interested in doing their duty, for which they are employed.
 
If timely action have been taken by the Forest Department against the private owner's of the elephant who are been using this elephants for commercial purpose like begging, joy ride, etc., instead of keeping it as pet without providing any basic facility like shelter, medical aid, proper diet and exercise. As an alert citizen, volunteers of animal welfare organization and common people have complaint many times to law enforcement authorities like forest & police, but every time they shown their closed eyes towards this issue. If timely action have been take this incident have not been happened.

 An Alert Citizen Pooja Shah have spotted this elephant been used for begging in Mumbai   Kandivali West (Near Railway Station and surrounding areas) area, following to the information along with photograph, Plant & Animals Welfare Society – Mumbai SAVE JUMBO Team have send an written complaint to Senior Police Inspector - Kandivali Police Station and Range Forest Officer – Mumbai, copy of it was forwarded to all the senior law enforcement authorities.

PAWS-Mumbai also receiving regular calls from Kandivali regarding elephant been used for begging.

As an Alert Citizen Pooja Shah and PAWS-Mumbai Save Jumbo Team have done our duty, now it the duty of law enforcement agencies to act on our complaint. 

Now it’s time to say.........Dear Authorities don’t sit and watch, OPEN Your Eyes and ACT!

PAWS-Mumbai Letter to DCF Thane in regards to Rehabilitation of the elephant issue

On 21 June 2013, Following to Animal Welfare Board of India Email after speaking with PCCF Nagpur & DCF Thane to Plant & Animals Welfare Society – Mumbai (PAW-Mumbai). PAW-Mumbai Office have send letter to Deputy Conservator of Forests (T- Thane), giving suggestion on Rehabilitation of the elephant issue.

PAWS-Mumbai Student Volunteer's Medical Aid for Bijli-Ramu

On 20 June 2013, Plant& Animals Welfare Society – Mumbai (PAWS-Mumbai) student volunteer’s team under the supervision of Nisha Kunju, Hitesh Yadav (Std. 3 rd of NES Primary School) , Kalpesh Pate (Std. 9 th  Parag Vidyalaya) and Himanshu Surve (Std.  8 th of New Horizon Public School) have collected some funds and got 50 Bottles of DNS 500ml for the treatment of 60 years old elephant Bijli-Ramu at Mulund, Mumbai who is fighting for survival.

The surrounding were the Bijli is kept is very unhygienic, the atmosphere itself make the Bijli more and more condition critical, treating at this surrounding is useless. The Bijli should be shifted to Animal Hospital or isolated area where people should not allow to touch or see. As the animal is itself in trauma and also in very pain. The Bijli cannot stand by herself so crane is been used to give support to stand. We can see many wounds and injures all over the body of Bijli, which are not recovering.

What do you think by seeing her face ?
As Indian Elephant is listed at S. No. 12-B in Schedule - 1 of The Wildlife (Protection) Amendment Act 2002, so it is the duty of Forest Department to take the Bijli into their custody and provide medical aid from expert vet dealing with Elephant.  

Laxmi the other elephant owned by same owner Rati Ram Goswami, is kept chained near Bijli, in same unhygienic atmosphere. We seen Goswami's wife Ram Devi sitting in a cabin happily and enjoying the talk with people who come to see Bijli, not look like anything happened.

We at PAWS-Mumbai strongly believe that cruel owner of Bijli should put behind bar and forest department should take the custody of both the elephant Bijli-Ramu and Laxmi, reviewing the ownership certificate. 

As an alert citizen we are doing our duty, but do you think the authorities who are responsible is doing their duty ?

Committee to Monitor Animal Welfare Laws in Maharashtra written a strong letter to DCF-Thane

On 20 June 2013, Plant & Animals Welfare Society – Mumbai (PAWS-Mumbai) written Complaint Letter (No. PAWS-Mumbai/PCA-BE/45-2013) Dated 18 Jun 2013, addressing to the Senior Police Inspector – Mulund Police Station & the Range Forest Officer – Mumbai, the copy of it have forwarded to the Justice Shri. C.S. Dharmadhikari - Chairman of Committee to Monitor Animal Welfare Laws in Maharashtra. Following to the letter, Committee has send an strong letter (No.HCC/AWL/92/13) to The Deputy Conservator of Forests (Thane) in regards to the case of female elephant named Bijli.

"The case of the female elephant “Bijli” is all over the media and in public domain and hence we do not wish to elaborate on the same.

Though the Chief Conservator of Forests, Thane had issued a Circular No. D-8(4)/ WLP/ OW/ 128/ 07-08, dated 24-07-2007, elephants on the street of Mumbai are a common sight, driven by their mahouts for begging purpose. You will kindly appreciate that merely issuing an order by way of a Circular is of no use unless strict implementing agency is put in place, which deals with such cases with firm hand and in exemplary manner so that others are deterred from violating the law.

It appears from the press reports that though Bijli is down with her ailments, its owner is still pursuing his ‘business’ with another younger elephant. At least this should be stopped immediately.

Moreover, once Bijli recovers from her ailments, kindly make arrangement for shifting her with her owner to some place outside the city limits of Mumbai, Thane and Navi Mumbai, where entry of elephants has been prohibited. Though it may be inhumane to separate elephants from their owner in present state, the owner must be booked for the offence and awarded suspended punishment under the law.
Kindly inform the committee about the steps taken on the above lines."

Animal Welfare Board of India intervened into Cruelty inflicted to elephants Bijli-Ramu & Laxmi in Mulund - Mumbai issue following to PAWS-Mumbai Complaint

On19 June 2013, Plant & Animals Welfare Society – Mumbai (PAWS-Mumbai) Written Complaint Letter No. PAWS-Mumbai/PCA-BE/45-2013 of Dated 18 Jun 2013, addressing to the Senior Police Inspector – Mulund Police Station & the Range Forest Officer – Mumbai, the copy of it have forwarded to the Chairman, Vice Chairman & Secretary of Animal Welfare Board of India. Following to the letter Animal Welfare Board of India (AWBI) intervened into the issue and AWBI Secretary Smt. S. Uma Rani had spoken to Mr. S.W.H.Naqui - Principal Chief Conservator of Forests (Wildlife) and Mr. G.T. Chawan – Deputy Conservator of Forests (Territorial) Thane and in this regards AWBI have officially send the letter No. 9-2/2013-14/PCA  dated 19.06.2013 to The Principal Chief Conservator of Forests (Maharashtra State) Nagpur and copy of it have been forwarded to The Chief Secretary – Govt. of Maharashtra, The  Director General of Police – Maharashtra, The District Collector Mumbai & Thane, Assistant Director – Wildlife Crime Control Bureau.

On 19th June 2013, Plant & Animals Welfare Society – Mumbai (PAWS-Mumbai) activist Shri Abhijeet Rane (Patron & Advisory Board Member) & Sunish Subramanian (Secretary) meet Hon. Minister of Forest , Govt. of Maharashtra Dr . Patangrao Kadam and demanded to provide urgent medical aid from the side of Forest Department to 60 yrs old elephant Bijli who is fighting for survival at Mulund, Mumbai and to lodge FIR against the owner for the cruelty act.  Total ban of elephants in the city which are been use for begging and other commercial purpose which openly violating the laws.

Plant & Animals Welfare Society – Mumbai (PAWS-Mumbai) already send to you by courier on 18 June 2013, as its very urgent issue because a 60 years old elephant named Bijli is fighting for survival in Mulund, Mumbai.  And same owner having another elephant which is now also been used for begging, photographs of the same attached. We request you to kindly direct the law enforcement agency to lodge an FIR on the bases of our complaint against elephants owner at Mulund, Mumbai. Immediately provide Medical Help from the side of Forest department to Bijli.

In past we have written many complaints about this issue but we have never received any response from any of the authority. It’s not first time but in past (year 2006) a 25 years old female elephant named Laxmi was injured in a road accident and later died . We as an Animal Welfare Organisation had given some suggestion to Forest Department too in this regarding how we can solve this issue.

It seen that even after many complaints by both citizen and animal welfare organization against many elephants been used for begging or commercial purpose which is violating various laws of animal welfare then to no action are been taken against the owners. It is clear that bringing elephant is city is itself illegal as per Circular No.D-8(4)/WLP/OW / 128/07-08, Thane 400 603, Dated 24/7/2007 of Chief Conservator of Forest Thane.

PAWS-Mumbai send written complaint demanding FIR against Rati Ram Goswami, the owner of the elephants (Bijli–Ramu & Laxmi) from Mumbai - Mulund

On 18th June 2013, Plant & Animals Welfare Society - Mumbai (PAWS-Mumbai) office have send an written complaint to Senior Police Inspector - Mulund Police Station and Range Forest Office - Mumbai along with photographs showing real fact condition of both the elephant Bijli-Ramu and Laxmi owned by Rati Ram Goswami, copy of it was forwarded to all the senior law enforcement authorities including Animal Welfare Board of India, Committee to Monitor Animal Welfare Laws in Maharashtra and Dr. Patangrao Kadam - Hon. Minister of Forest, Govt. of Maharashtra.

Despite the order of the Chief Conservator of Forest – Thane vide Circular No.D-8(4)/WLP/OW / 128/ 07-08, Thane 400 603, Dated 24/7/2007, there is widespread usage of Elephants by Goswami for the purpose of begging in Bhandup, Mulund & Thane areas.  Also the two elephants are being neglected and abused.

PAWS-Mumbai also brought to the notice that a moving vehicle had injured one elephant (Bijli) and later the owner made her walk the distance from the accident site to his home. This over-strain made the elephant collapse near the house on the road.

PAWS-Mumbai also the law enforcement authority to ...........

  • kindly inspect the documents which prove that two elephants are owned and transported in a legal manner into the city limit which is mandatory as per the law (e.g.  Ownership Certificate, Transit Permit, Medical Fitness Certificate from and authorized Veterinarian, Certificate of Implantation of Microchip, Elephant Insurance Policy, etc.).
  • Inspect the availability of space and capability of the owners to keep, nurture, feed and protect the two elephants.
  • If it is found that the two elephants are possessed illegally and ill-treated, then kindly seize them and transfer them to animal rehabilitation center.
  • On the basis of the investigations done by us and the news-paper reports, photographs etc. we urge you to kindly register an FIR against the owners of the elephants.
PAWS-Mumbai also requested the law enforcement authorities that your inaction on this issue would further endanger the life, safety and well-being of these two wild animals, which could lead to even death.  You being the law-enforcement agency would be liable for punishment if the abuse of these two elephants continue, which please note.
